Developing and Valuing Air Rights

As urban densification drives development skyward, there has been an increasing interest in air rights – developing in them above some other use, buying the rights from others to benefit a development's setbacks, and some creative governments have been looking toward them as a tool in their toolbox. But how do we attribute value to air rights and work with them to our advantage? When should you be a buyer? When should you be a seller?
